You can put 11.

For many decades in NCAA in the 20th Century you had to have a minimum of 5 within 5 yards of their restraining line.  Now no major code has any restriction on team R's formation.

What I thought...reason I asked, played team that onside kicks every time.  Put 6 on front line and referee told me I had to many.  Told me if I left them there that I would be flagged.  Obviously he was in error...

Maybe not.  Note that I referred to every major code.  It wouldn't surprise me in kiddie ball if some local organization, seeing that there's not much of a deep kicking threat, adopted such a restriction to spread the field.
