I have now seen this on a UF video, but when would you actually use it?

We use it when the backside is covered.

When uncovered cut the playside defender.

Sift is typically used when you need a "2 for 1" block on the backside, i.e. one blocker blocking two defenders...  We just try to get our backside kids to rip across the face of the defender and on to the next level rather than teach this as an actual blocking technique at the youth level.

I will add we use this block....very simular to Coach Hartman's....for our speed blocking as well.
